Synopsis:
Deep in the heart of Jakarta's slums lies an impenetrable derelict apartment building which became a safe house for the city's most dangerous murderers, killers and gangsters. The rundown apartment block has been considered untouchable by rivals of the notorious crime lord Tama Riyadi and even the police. It all changes when an elite team is tasked with raiding the building in order to take down Tama once and for all.
Cloaked under the cover of pre-dawn darkness and silence, expectant father and rookie cop Rama and a 20-man SWAT team, led by Sergeant Jaka, arrive at the apartment block under the guidance of Lieutenant Wahyu. They capture one of the local residents who was returning with medicines for his sick wife, but other residents are carefully silenced and tied up. Starting from the ground floor and moving up, they slowly and tactfully infiltrate the apartment block until they reach the sixth floor, but then the team is seen by a young lookout, who runs off to tell a second lookout before he is shot and killed. The other lookout warns Tama using an intercom.
Tama hears of the presence and calls in reinforcements. Two snipers in the neighboring building take out two members of the SWAT team who are on the lookout. Hearing screams of one of them, another SWAT team member looks out of the apartment window on the fifth floor, and is immediately shot by the snipers. The prisoner in the apartment taking advantage of the commotion kills two more SWAT members thus regaining control of the fifth floor. Tama turns off the power to the whole building announces that the visitors are trapped on sixth floor and he will grant free rent to those who kill the intruders. The team notices a door knob turning so they prepare to attack whoever is behind it but it's a trap as residents from the floors above manage to use the brightness of the gunfire to surprise the team, gunning down many of the members and even the drivers outside. Sergeant Jaka soon learns that the mission was not sanctioned by the department but only by Lieutenant Wahyu, thus no reinforcements or rescue will ever arrive. After a lengthy battle the team is stranded on the 6th floor and left outnumbered, out of ammunition and being hunted down. The members that survived the ambush are: Sergeant Jaka, Lieutenant Wahyu, Bowo, Dagu and Rama. After narrowly escaping an explosion improvised by Rama that kills a large number of criminals, the team splits into two groups: Jaka with Wahyu and Dagu on the 5th floor and Rama with an injured Bowo finding safety on the 7th floor.
Rama and Bowo make their way to the apartment of the man with the unwell wife and medicines, pleading for sanctuary. They hide out inside a secret passage behind a wall. A machete gang arrives and inspects the guy's apartment, even stabbing at the walls, cutting Rama's cheek, and almost hitting Bowo, but they find no one, and leave. Rama leaves Bowo to the care of the man's family as he goes out and fights some more. Rama is eventually captured by Andi, Tama's right hand man. At the same time, Jaka and his group are found by Mad Dog, Tama's ruthless henchman. Wahyu makes his escape, and Dagu is ordered to follow him, but Jaka, who only had a knife, is confronted by Mad Dog who points a pistol at him. Mad Dog leads Jaka to his apartment where he decides not to kill him with the pistol and challenges him to a fight instead. Mad Dog fights and eventually defeats Jaka, breaking his neck. Meanwhile at Andi's apartment, Andi reveals himself as Rama's estranged brother who chose to leave the family and left no trace of his whereabouts. Andi lets Rama know when it will be safe as he meets up with Mad Dog who drags Jaka to Tama. Tama learns of Andi's betrayal because of the remote cameras showing Rama going to Andi's apartment, and he stabs Andi through the hand before turning him over to Mad Dog (who already hated Andi) for disposal.
Rama regroups with Wahyu and Dagu who go on to fight in a narcotics lab and then to the 15th floor where Tama is located. On the way up, Rama finds a room where Andi, dangling on a chain, is being beaten by Mad Dog. As he enters, Mad Dog lowers the chain to let Rama free Andi. They then have a lengthy fight with Rama and Andi teaming up against Mad Dog, but getting badly beaten in the process. Rama and Andi eventually defeat him using a broken piece of a fluorescent light tube. Meanwhile, Wahyu and Dagu confront Tama, but Wahyu shoots and kills Dagu, telling Tama that he is his ticket out of the building. Later, Rama and Andi approach the two on the stairs, but Wahyu shoots at them, telling them to stay away. Meanwhile, Tama gloats to Wahyu that he is just a nobody on a thoroughly corrupt police force, where many officers already do business with Tama and will continue to do so after they arrange for Wahyu to be either killed or arrested himself. Wahyu angrily ends this spiel by shooting the gangster in the head, but his followup suicide attempt fails as he runs out of bullets. Andi orders the building residents to stand down and he gives Rama a pack of information on corrupt cops, telling his brother that not every cop is rotten and giving the name of one officer who is a good man, implying the facts should go to him. Andi then walks Rama, Bowo and a captured Wahyu out of the building, but declines Rama's offer to join them. Andi returns to the building while Rama and the cops walk away. Rama moves onward to an uncertain future as the film ends.
